Definition
"Refugees are foreign persons granted refugee status either at the time of admission or before admission. This category therefore includes foreign persons granted refugee status while abroad and entering to be resettled in the receiving country as well as persons granted refugee status on a group basis upon arrival in the receiving country ports."
